JOINT STRATEGIC NEEDS ASSESSMENT (JSNA) Update

 

1          PURPOSE OF REPORT

1.1       To provide the Health and Wellbeing Board will a progress report on the redesign Joint Strategic Needs Assessment (JSNA) and refreshed data for 2013/14.

2          RECOMMENDATION

2.1       That the board notes the progress to date.

3          REASONS FOR RECOMMENDATION

3.1       To provide the board with a current picture of the progress both from the Berkshire Public Health shared team and the Bracknell Forest Public Health team.

4          ALTERNATIVE OPTIONS CONSIDERED

4.1       None

5          SUPPORTING INFORMATION

5.1       The JSNA Programme is underway and is on target to deliver Phase one of the redesigned JSNA, including refreshed data and ward profiles within agreed timescales. The JSNA programme plan is in place, with accompanying documentation and guidance for the six Unitary Authorities. JSNA project groups have been initiated and are currently being supported by the shared team.

5.2       The Bracknell Forest JSNA Project Group first meeting has been arranged for 22nd August. This group has representatives from all directorates across the council and Clinical Commissioning Groups (CCG’s). It will also include occasional representatives from key external partners on an “as and when needed” basis with their specialist knowledge or resources, for example: Drinkaware. The Bracknell Forest JSNA Project Group will have a dual purpose, which will be to also act as the steering group for the Bracknell Forest Public Health Survey.

5.3       To date the Bracknell Forest and Ascot CCG’s have received the first draft of the CCG’s Profiles for consultation on content. The shared team have received positive feedback and comments including request for some minor additional information to be included. The shared team will deliver the revised CCG’s profile by the end of August, which will be key to ensuring that the needs of local residents are reflected in the planning process. The final CCG’s profiles will be available for publishing by the end of November. 

5.4       The shared team have delivered the first draft of the JSNA Data Inventory, which includes 5,000 data lines. Initially the shared team were going to update the data lines; however, all of the data has been comprehensively reviewed, revised and refreshed against national and local data. This will now provide an updated platform for robust analysis and local summaries. The Data Inventory is currently being reviewed by the respective data colleagues across the six Unitary Authorities for potential gaps in data lines. The team is awaiting comments to enable any revision for the final inventory which will be analysed by the shared team in order that they can provide the ‘fact and figures’ sections for the respective JSNA’s.

5.6       The development of the 126 ward profiles are in working progress by the shared team and once completed will be delivered to the respective JSNA Project Groups for review. These will be available by the end of September.

5.7       The Web processes have been developed and mapped out in detail and discussions are well underway with the six Unitary Authorities web designers and IT colleagues to design the web architecture.

Equalities Impact Assessment

6.3       The Health and Wellbeing Board will need to meet the Public Sector Equality Duty under the Equalities Act 2010 and consideration will be given to this throughout the JSNA redesign process.

Strategic Risk Management Issues

6.4          Staff capacity issues with regards to having the time to meet the deadlines for reviewing the existing JSNA and populating the project templates for the web pages.
